Some router tend to close it by default and some work along when you portforward your router.
and does the steam in game multiplayer not work?
There are workarounds for this using things like Hamachi though if you're not familiar with messing around with the backend settings of your router. Personally I find Hamachi to be very irritating to COMPLETELY remove from my computer though, so unless you're desperate steer clear of that.
Edit: If you are not familiar with how to work your router's backend settings there are guides out there in regards to it if you know the exact make and model number of your router. It's a very fiddly thing at first, but once you understand it - it's actually quite easy and can be done within a minute or two. Portforwarding can also actually substantially help with latency/ping in various cases aswell. Also an incredibly useful skill to have when wanting to setup your own servers for other games on your PC.

Should be noted that this is your LAN IP address. You will want to find your public IPv4 address from a site like Whats my IP[www.whatismyip.com]. If someone outside your home network tries to connect to the IP address you find from "ipconfig" it will just fail every time.

It's been working for all of us and we aren't in the same home network, let alone the same state haha. I am using my LAN IP address as you stated.
Google how to port forward your specific router make and model to ensure that the fields you and your friend had entered with all of the above is correct. Also be sure to check the comments for they may hold something vital in order to help you and your buddy get it working.
