When you spend sin you can "unlock" a gun, which essentially just gives you the gun for that run. As far as I can tell, you don't get anything for future runs. So what's the point here? It takes multiple levels to be able to afford it, it's not really purchasing. I'm just confused what's going on with the sin unlocks? Some of them are permanent bonuses, but most seem to be one-time purchase of weapons?...

Sadly, it's abandoned by it's developer. Yet it's a completed product that would need just a few more patches to polish it and few more QoL features. Then you'd be able to drop a few DLC's on top of it and make even more money. Would be nice to see how this'd turn out for this one if devs cared at all....
