Yeah. It's my understanding that the keypad has different numbers, which you can find if your haunting brings you to the basement, with the different demons that have the numbers on their heads. The picture definitely brings enough attention though, considering that the spirit interrupts your gameplay, to point it out to you.
My guess is that there were more of a story that made it into final game, and this photo is just left there. Probably, at first idea was that Raymond was somehow setting up his assistants in mortuary to be possessed for his research of demons or something like that.
