"Newish" features of DX11? DirectX 11 has been around for years. There's really nothing new it can do. I've played all sorts of games that use DX11, most of which are far more graphically intensive that stress the GPU than this one, and I've never had anything close to a problem like this.
I think you're seeing correlation more than anything. The most common desktop Nvidia GPU at the moment is the 10 series, and you're more likely to find older dedicated GPUs (or integrated GPUs) on laptops.
It certainly isn't limited to Windows 7 at all. This same problem has occurred on Windows 8 and Windows 10 according to self-reports in this thread.
As for updating video drivers and DirectX, none of that seems to make a difference. Numerous people have tried updating their drivers to no avail, and there's nothing new to update to as far as DX11 is concerned. You might find something new on Windows 10 with DX12, but this game uses DX11 so whatever's happening with DX12 is more or less irrelevant (and even then, the "can't clean" and "flickering" issues still seem to be present on Windows 10).
I think what you need to do is poll those people whose game is working correctly. You need to see that data to have something to compare it to our data. It may not give a clear answer (in fact, I doubt it will) but you need something more to work with than just the data you've collected about us because there's virtually no common denominator among us other than we've got Intel processors, Nvidia GPUs, and we're running Windows 7/8.1/10. That doesn't say much.

since my drivers WERE really kind of old, i tried updating them. i went from 451.48 to 466.47.
i also checked and i was already on directx 11.1, the most up to date version for my OS.
no dice. still the same issue, cant clean anything, and i am also getting the flickering on the van that some others are reporting.
already submitted a report via f8 a few days ago. (before updating my drivers, but that doesnt seem to be the problem, so eh)
hopefully they can find a fix in the next week or so, otherwise theres gonna be a LOT of people refunding right before the two-week cutoff.
I really hope there will be a solution. I'm running some graphic intense games without problems,l so I don't understand why I can't run this game. Sadly. My OCD was so excited when I first started it.

Look at his laptop's CPU: it's a Ryzen 5, which means it's an AMD processor. Each and every one of us with this problem has an Intel processor, specifically the i5 and i7 varieties.
The reason I feel this is important is because Anarki's laptop is still using an Nvidia GPU, which suggests the only difference (other than the inherent differences between desktop and laptop equipment) is the CPU itself, and probably not the GPU.
In addition, it's not an issue with the operating system because we've seen this same problem appear on Windows 7, Windows 8.1, and Windows 10.
That said... I have NO idea WHY there'd be some sort of incompatibility with Intel CPUs or why this incompatibility would show up as an inability to perform the primary function in this game.
I also have no way of knowing if I'm right without hearing from other players whose computers run this game without any of the problems we've been facing.
So it's entirely possible I'm wrong (in fact, it's highly likely I'm wrong because none of this really makes much sense), but there is at least a tentative connection here.
our problem in this thread is just we have such a tiny tiny sample size.
hopefully the devs have a much much larger dataset with the bug reports.

Oh, and since the dev seems to think it's relevant, I'm running the most recent DirectX 11 for my PC (though as someone pointed out, the most recent version is probably years old now)
