Also you can try go to the games EXE file and right click properties compatibility, disable fullscreen optimizations and Change high DPI settingsOverride high DPI scaling behaviour scaling performed by System Enhanced

It may also be something to do with your save files not being read properl.
If you are on the old save structure your save files will be here in a list of 5 or 6 saves files.
C:\Users\AppData\Local\WayOfTheHunter\Saved\SaveGames I can suggest to move the latest auto save if you have this list of save files to your desktop and you can replace it back if it doesnt work.
The new save file location for the game has been moved to
C:\Users\AppData\Local\WayOfTheHunter\Saved\SaveGames\Account_76561197971620421
it will automatically move the save file location and assign an account number to your save folder as shown above for the new save location, also the save file structure was changed so the game needs to read the old save data and convert it to new save data and a restart of the game may be required after you get it working.
dont do everything all at once
I dont suggest manually moving the saves to the new location or using my example of account folder it may need to create that automatically.
Have you tried adding this to your Engine.ini? Looks a lot better to my eyes...
