I was able to beat it by stalling the population growth to help save up money and building algae farms. Before I made this post I didn't realize that algae farms gave both food and power....

I wanted to accelerate the phase of the climate disasters because I basically always protected every crops, so I knew the results of the phase. So I pressed the space bar, and it didn't work.
