Not sure if I legitimately missed one, or the 'gap' where one is supposed to be was an indication that the clue was misleading and I had to think outside the box,
I ended up brute forcing that a little since I was sure of the other numbers.
There are five flags, but the fifth one is tricky because it literally consists of a few pixels (it's a standing mini flag on the desk).
That being said, I don't understand this puzzle at all. I tried many combinations until I realized there are not 3 to 4 flags in the room, but there is a fifth, an extremely small one. That's fine.
After that, I tried using 16 (16:00 guard duty time), 5 (5 flags), and 3 (Wednesday is the 3rd day of the week). 1653 didn't work.
Following this, I tried using 4 (16:00 is 4 pm), 5 (5 flags), and 12 (victory post was on June 12th). 4512 didn't work.
After this, I tried using 16 (16:00 guard duty time), 5 (5 flags), and 7 (according to real calendar, Victory post which was written on June 12th was a Monday, so the previous Wednesday when the victory took place should have happened on 7th). But 1657 didn't work.
I also tried combinations of the previous three, including 0453, 0457, etc. None of them worked.
