An alternative is cleaving and/or piercing attacks. I think some weapons also have innate piercing shots but it's hard to tell and the game doesn't clarify some hidden mechanics like these.
Both of our suggestions are valid, just depending on the situation. If the most dangerous enemy is the shield-bro? Go for him first. If there are many other ranged enemies? Probably take those out first before you dodge into their projectiles while trying to dodge the real threat.
For this reason, I would suggest you to focus initially on other enemies (for instance bats), dodge the first attack of the shield guy (4 consecutive shots at each beat) and kill him by shooting him in the back.
As previous comments have mentioned items with cleaving or that pierce through enemies and walls or explosives shots or the gauss cannon, are of great use in defeating him as quickly as possible.
Having said that there are some isolated situations in which you may want to hide behind a wall, a column or in a corner.
This is for sure one of the most frustrating enemies to fight because he exposes you not only to his attacks but to the attacks of others. Hence, you may wanna try dodging his attacks facing him (dashing sideways) or facing other enemies (dashing forward). Experiment and find what works best for you

Also stupid from the devs not clarify such important mechanics, since you will have newbs in your team that don't even know how to play the game modes properly not to mention all the max level players that do not even know about this or are still struggling.
