4 Teleporters (3 each)
3 Fusion Plants (5 each)
4 Cells (3 each, 3 for the wreck near the waterfall, one for the wreck on the hill, one for a drone station)
That's a total of 39 Quartz and I'm not even to the point I can make them yet, and I still have some left in a locker, enough that I can make the cell to open the ship in the desert.
IMO, I'd place priority on these:
1). Teleporters, just 2 for now -- one near the uranium mine, and one near the alloy mine.
2). A cell for the drone station.
3). Cells for opening the wrecks.
4). Power Plants.
I put the Power Plants at the lowest priority because, well, you can make an infinite number of T2 nuclear plants. And sure, it takes 4+ nuclear plants to equal one Fusion plant, but you can build as many as you want.
As for Teleporters, I'd prioritize saving time gathering alloy and uranium (two of the biggest time-wasters at this stage of the game), and this is assuming your main base is near the lake in the center of the map. If your main base is somewhere else, you might want to place your teleporter near the Sulphur area (if your base is near the lake, it's close enough you don't need one there).
This is indeed a thing. Though it's finnicky like all unintentional double dips. Sometimes it's there, sometimes it isn't, sometimes it bugs out in your inventory, etc.

You will have pulsar meteor shower and get more pulsar quartz than you will ever need. Don't fret it.
