Uh, not exactly. Rune level and maximum weapon level determine whether or not you're going to be summoned, period. If they are out of whack like RL20, WL+25, you're highly unlikely to be summoned as RL20 players are typically just starting the game and still in Limgrave with minimal or no weapon upgrades.
From personal experience, it's MUCH easier to co-op at low levels or high levels (within reason) because you can expect players to be exploring Limgrave and Weeping Penninsula at low levels with minimal weapon upgrades and at higher levels, there are a number of gatekeeper bosses that are mandatory for completing the game which takes a lot of guesswork out of determining average player levels in the open world.
Also, disabling summoning pools outside your level seems to improve summoning times. The assumption is that when you send your sign, it sends to 1 or maybe a few summoning pools at a time, but it doesn't take into account whether or not the area your sign is being sent to is level-appropriate.
Also, don't forget to clear your password after you get password summoned. Nothing like waiting a long time to get summoned by randos only to finally realize you had a password set.
i just dont do multiplayer because of that garbage myself. i used to do it tho but not anymore.

The vanilla game is huge, and traffic in all summoning ranges is just limited now with lower player count. It's the same story with all souls games, eventually
BTW if you do use seamless, disable invasions and only play with people you know. There are no protections
seamless co op allows you to play with up to like six people without having any of the fog walls limiting the play area where your friend is summoned. you can literally start with your friends at the tutorial cave, and end the game at the erdtree without ever having to summon them. it also has other mechanics baked in you can turn on or off to change up the gameplay a bit and it scales everything to that number of players.
Seamless Co-Op either uses steam servers to connect players or some form of peer-to-peer.
A LOT of people also use Seamless Co Op as an Offline Mode launcher to use other mods without having to worry about accidentally going on the FromSoftware servers and getting account banned.
Since Japanese devs refuse to release games that have Ultrawide Support or allow for framerates higher than 60, a lot of people use seamless co op so they can actually utilize their modern monitors without the threat of getting banned.
