Only 9/10 spell slots

After returning to a years old character in NG+++, I see they only have 9/10 spell slots and cannot acquire more memory stones. Is there a way around this and have others experienced this bug?

Did you memorize a spell that takes up two slots by any chance?

I have cleared all equipment. My character is bare naked and still has 9/10 spell slots :(

I put your number into google and it says you have 0.9 spell slots? youre playing a modded game or something?

Never modded beyond Seamless Co-op one time. I just don't want to risk a ban, but maybe grand merchant will be my solution if nothing else works.

Are you sure you got all the memory stones? Common ones to miss are the one you buy in the roundtable hold, the one dropped by the demi-human queen in mt gelmir, and the one you need the elucidation gesture for.

if you have less than 8 memory stones you don't have them all.
