I wanna say the tower to activate godrick's great rune has a bunch of birds outside if you need feathers specifically. Might be a different tower though. Haven't farmed arrow mats in a while. Pretty sure it's that one though.
For feathers, my preferred early farm is around the cliffs of Fort Haight. Once you take out the blood knight at the top, most of the dangerous enemies vanish forever and you can run about mostly with impunity. There's a lot of birds sitting there, also a good place for the fowl feet to make rune and item find buffs.
In either case, farming is made faster with some flavor of AoE magic or Ash of War, like Storm Stomp or one of the Dragonbreath incants.
time is just as valuable as runes you see.
either way, just know that you can also buy unlimited amount of bones by killing the Bell Bearing Hunter in Stromhill (fake Bernahl). unfortunately the same doesn't apply to the feathers.
Go through the Coastal Cave located WSW of the starting Grace on the shoreline, and continue after the boss to reach the Dragon Church(don't go back to start of cave). Exchange heart for the fire breath incantation. Pump some levels to be able to use it and whichever seal you might want to use(starter seal is in Roundtable Keep - Twin Maiden Husk merchant).
Then, rush E of the lake you fought Agheel in to Mistwood, at least making it to the ruins to hear Blaidd howling. Continue to get the map Limgrave E marked by default on the map, then head just NE of there to hit Siofra. Descend, traverse leisurely, and reach the Siofra River Bank Grace(dunno why I have that memorized). There, you have access to a crowd of deer nearby that can be breath attacked quickly for large amounts of bones for arrows.
Return to starting grace/Church of Elleh just beyond it. Get the crafting kit and the two cookbooks from Kalé. Talk to him about Blaidd for finger snap because why not, it was on the way.
Look up the cookbooks for alternative arrows that can be rushed early. There are too many to list here.
With this you can craft bone arrows and all you have to do for it is to hunt deer and birds.

You can actually make your way there without having to fight a single dog, pest or bird but oh.......dont go there during the night.
And yes those are some of the best arrows in the whole game.
