In which scenario RoB can be better than Nagakiba?
In the future I intend to do a bleed focussed build with RoB as main weapon, but I looked at some stuff and from my understanding it seems that Nagakiba and Uchigatana does a better job at causing bleed with double slash + bloodflame blade which should be RoB's job.

This is not meant to be a rant (and I'd like to because fu whiners that cause nerfs in pve games), but it makes no sense to me that a weapon you find near the end game does his main job worse than weapons that can be obtained before beating any boss.

So the question: aside from "when RoB is +10 and Uchi/Naga are +0" sad joke, in which case RoB benefits more than uchi and naga?

It's hard to answer this question from a better or worse point of view.

RoB causes steady bleed build up in a similar fashion like Bloodflame Blade, even though it does not consume any fp outside of Corpse Piler. Also it requires Arc to properly use it, whereas Bloodflame Blade requires Faith.

Dedicated Dex builds might want a keen infused Uchi or Nagakiba instead of RoB, whereas hybrid (Dex/Arc) builds will benefit more from Rob, I reckon.

The RoB would be better than the Bloodflame-infused Nagakiba against enemies that cannot bleed, but are still vulnerable to fire damage. Even then, a DEX build could get by with Spark Aromatics (or the perfume weapon from the DLC).

EDIT: RoB would also be better for longer fights with few openings for re-applying the Bloodflame Blade buff (i.e. DLC bosses).
