If you don't meet the stat requirements, a message will pop up upon equipping the weapon, on top of a small red cross being displayed in the weapon's icon in it's respective weapon slot.
after that or when u get 23 int then youll get the transient moonlight. its really good move in my opinion

Transient moonlight is basically same identical movement as unsheathe right but with glowing blue light when performing? or do I need to equip unsheath weapon art to moonveil?
Not dumb at all buddy, if you don't know this is the place to ask.
That's correct, same moveset but Moonveil can hit at range. You'll see a red cross on the weapon/shield if you don't have the stats for it. The item description will also provide you with the exact stats requirement to be able to use all its features.
It works like this: weapons which are upgradeable by normal smithing stones can be infused with Ashes of War you'll eventually find and given a (non-)elemental affinity, which will make the weapon scale off of certain stats.
Weapons which are upgraded with somber smithing stones have a set Ash of War, which can not ever be changed. Moonveil is a somber upgraded weapon, and Transient Moonlight is it's exclusive Ash of War; no other weapon can perform it, but at the same time, Moonveil can not be infused with any other Ash of War.
Transient Moonlight's animation looks exactly the same as Unsheath. The only differences being Transient Moonlight sounding differently compared to Unsheath, plus having an additional blue visual effect and a projectile that is produced upon activating it.
