When i was doing PvP, i was using a mix between Banished knight and Veteran's Armor
(Torso and Helmet was banised knigh unaltered and veterans Hands and legs) i absolutely loved the mix of these
I suspect strongly that this is because no set has the unique characteristics that the ones noted did. Take Fallen Knight as an example. Fallen Knight armor was found (and found easily) all as one big set, was early in the game and superior to a lot of starter armor, and notably had very good fire res. The next two areas had either tons of enemies or a boss using fire damage, and because of this a lot of players put it on and never really took it off.
In Limgrave, you really don't find many full armor sets, and outside of maybe Margit's holy damage there isn't really some strong environmental factor encouraging you to improve a specific defence.
By a large margin may i add.
The Irony of thinking of the Radhan armor as a Noob-ish armor is that it's not really the case or more like that armor is actually in the sweet spot between heavy-manageable weight and protection. Especially when you have access to the better version of the Arsenal talismans.
You could also consider the Cleanrot set as a Noob-Ish early armor (prior the Radhan) considering it has good average armor on top of an high resistance to Rot, the most hatred and stressful status effect for any "noob" and it's really easy to get an hold of a full set once you got Torrent.
The amount of katana wielding l2 spammers and mages i've seen in that set, oof.
Seen it far too often, and its always some bleed noob that is going to get wrecked by radagon. Half the time spamming swarm of flies, or using dual seppuku. They never learn.
Radahn and Commander aren't easy bosses by the average standard, in my opinion, and are mid to late game bosses.
Both the Drangleic and Fallen Knight sets are acquired very early, and with lesser requirements (Pursuer and Vordt).
Radahn for example is super easy to cheese with ranged attacks while just letting the NPCs draw the aggro. Just because they managed to beat those two bosses does not mean they are skilled.
It's pretty hard to tell with how many tools the game gives you with a wide range of circumstantial balances of power and effectiveness, you're absolutely right.
I just know for Radahn that previously he was one of the most complained about bosses in the game.
Additionally, phantoms don't really help much unless they're things like heavy spellcasters or status abusers as Radahn's moveset does really well for hitting multiple targets with its fast and wide sweeps and unpredictable target swapping.
You're also forgetting the fact that Radahn was heavily nerfed and remained that way for some time. This made the fight incredibly easy with just NPC summons, the only danger was getting hit during phase transition, which after your first/second attempt becomes little more than a cool visual.
Even before nerf with the right build he could be made laughably easy (a buddy of mine just casted spells at him from horseback and didn't even see his phase two). But otherwise I still believe him to be honestly harder.
Pre-nerf it took me 30 tries to kill him solo without summons. Like the fourth highest death count in the game for me.
Veteran's has arguably the best overall weight to overall defense ratio. Ronin's has a comparable ratio, but it is much lighter, and therefore, doesn't give as much protection. It's no secret at this point that noobs also tend to have their friends carry them. As a result, Veteran's and Bull-Goat's are two of the most common sets in multiplayer. Veteran's because of the aforementioned weight to defense ratio, Bull-Goat's because it is the tankiest armor in the game. Radahn's is still common, but not quite as much as it used to be.
