I just can't see From leaving that particular plot thread dangling, assuming they decide to do PvE DLC (there's been some indication from Miyazaki that they might not, but I suspect ER's sales numbers have changed the calculus on possible additional revenue streams).
Mostly because I think Mohg himself simply doesn't want things to change. He seems perfectly content to just sit in his palace with every whim at his command.
Also the fact that with his blood knights, all the masses of extremely durable followers (zombies), four of some of the worst enemies in the game (crows), and not to mention the veritable army of highly durable and capable frogmen at his command, he could probably break the balance deadlock in the world above pretty easily.
