Instead, Elden Ring makes use of p2p, meaning latency issues are caused by your connecrion, or your cooperator's/the invader's.
Make sure to use a wire instead of wifi. Other than that, there's nothing you can reliably do against that.
edit:
Servers are only needed to perform matchmaking checks, which is done very briefly. Then, everyone connects to the host, who quite literally hosts the entire session for everyone that's connected to them.

And remember, either yours, or the connection of whoever you play with. Also, this hosts hardware might be a limiting factor as well, even though I am not entirely sure about that.
