Report a translation problem
If you don't and have gotten later in the game, you can find them with the Twin Maiden husks at roundtable.
She won't show up if you haven't talked to Melina first, and she will have moved on for good if you went past a certain point (I believe it was fighting Godrick or leaving Limgrave, not sure right now)
This is my first NG+ but I've restarted a new character dozens of times. I am good at getting the horse, whetstone and wolf ashes very quickly and efficiently.

If you rest at one of either sites of grace I mentioned earlier and make Melina show up for the first time, time will progress to night automatically. After accepting her accord and getting Torrent, riding to Church of Elleh right away should make Renna show up, at least when you rest the Church of Elleh site of grace.
- After you've received Torrent's whistle from Melina
- During the night, at the Church of Elleh
- Before Melina invites you to the Roundtable Hold
Either you didn't return to the Church of Elleh at night, or you triggered Melina to invite you to the Roundtable Hold. It's possible she doesn't show up in NG+, but I don't know that for sure.
If you somehow missed meeting Renna, you can still buy the Wolf ashes at the Roundtable Hold.
The cutscene where Melina gives you Torrent's whistle sets the time to night, so you can immediately warp back to the Church of Elleh and meet Renna. That's usually what I do. I could see if it's your first time playing that you might miss it, but once you know there isn't really any reason to delay talking to Renna.
