I dunno that I agree with that. Of the endings, Ranni, Destined Death, and Three Fingers feel like the ones that actually break the status quo, and in Ranni's case, she actively severs the world from dependence on the Greater Will (which absolutely reads as a Lovecraftian outer god, from my perspective), leaving humanity to chart its own course.

Her dialog suggests she views your Tarnished as an equal who gives a damn about her, rather than a pawn or someone seeking to use her. You're a partner for the journey, rather than a cog in the machine.

That, however, is just my take. By no means is it authoritative.

The Lord of Frenzied Flame probably wouldn't have a lot to do, because destroying everything is the goal there.

For the rest? You have some basics to consider:
* Organise people to start farming
* Repair. clear-of-monsters-and-wildlife and police roads so trade can happen
* Establish some kind of starter government that one can iterate on later
* Clear rubble and make habitable homes
* Establish courts, laws, and police
* Start to recover knowledge from the era of strife one just emerged from
* Start diplomacy with areas outside your territory that are probably trying to do the same

Pity in Elden Ring you dont get a clean chance to claim the Elden throne in a more "subtle" way without ruining everything. after all the Golden Order (even in shambles) is the creed of the Lands Between with their leaders Radagon/Marika and god inside the Erdtree and actually having little "real" power outside it.

Purging the Lands Between of Marika and Rennala offsprings (ALL of them) and becoming the de-facto ruler after ceasing the neverending turmoil by uniting all the armies under MY banner, seems the best way to guarantee stability and peace. Frenzied Edge Lord here. My melting pot is more like a simmering stew than a humidifier. I would weave the chaos into the very threads of the Lands Between. It would be an ever changing, procedurally generated, landscape of never ending competition for the demigods' 5 minutes of fame.
