I dunno that I agree with that. Of the endings, Ranni, Destined Death, and Three Fingers feel like the ones that actually break the status quo, and in Ranni's case, she actively severs the world from dependence on the Greater Will (which absolutely reads as a Lovecraftian outer god, from my perspective), leaving humanity to chart its own course.
Her dialog suggests she views your Tarnished as an equal who gives a damn about her, rather than a pawn or someone seeking to use her. You're a partner for the journey, rather than a cog in the machine.
That, however, is just my take. By no means is it authoritative.
For the rest? You have some basics to consider:
* Organise people to start farming
* Repair. clear-of-monsters-and-wildlife and police roads so trade can happen
* Establish some kind of starter government that one can iterate on later
* Clear rubble and make habitable homes
* Establish courts, laws, and police
* Start to recover knowledge from the era of strife one just emerged from
* Start diplomacy with areas outside your territory that are probably trying to do the same
