It's similar to Rakshasa's Armor: even though it says it increases damage taken, they simply baked that effect into the armor's abnormally low damage negation (for its weight class).
Lusat's Glintstone Staff doesn't give any damage bonus, since it has a higher sorcery scaling bonus (only staffs better are Prince of Death's Staff and Maternal Staff, which have split scaling). Due to the wording, it is definitely a trap when making a build.
The extra damage is only from the high sorcery scaling the staff gets.
