I just believe that consoles are easier to program for. With PC, you have multiple factors to overcome, the main being Windows, but you have different manufacturers, storage, CPU/GPU brands and speeds, power supplies, etc., and it just naturally presents a bigger challenge. On console everything is 1:1 for their respective brands.
No excuse though, if other devs can do it, From should be able to as well.
Regardless though, I'm sure they have a dedicated team that works on it at the same time the console is being worked on.
Who knows though, maybe the PC guys have to wait for the console guys to finish. Like you said, there's not much info on it.
If you try and put an xbox disc into a playstation it won't work, and vice versa, and that applies to pretty much any media designed for any one console. From what I understand, there isn't much of a reason to encode console OS differently, aside from making it purposefully difficult to decipher. Otherwise emulators would come out much quicker than the current rate.
Meaning you have to purposefully encode a game to run in a very specific way, to a very specific pattern to get it to run on a console at all. PC on the other hand is open source, its not difficult to decipher how windows works, in fact its the most straightforward OS out there besides some linux systems. You just have to deal with hardware issues on PC.
So it might actually be easier for a company to design for a console first, then port it to a PC. Though that's still not an excuse, considering over half of the gaming audience, in general not just FROM fans, now uses PC as their main platform...
+ + not what die hard DS fans admit but I believe the co-op engine hasn't evolved for 2-3 generations lol.
