Depending on where they're at, that sounds legit. I used to live out in the country in Kentucky, and while I *paid* for 100 MBps downstream, I was lucky to get 10-15 most days.
The cable company was one of only two providers in my area, and the DSL option was even worse.

When I was learning digital for my tech school in the Navy, we were learning about register overflow, and the top bit when it rolled over was said to drop into the bit bucket. He was Haitian and his accent was really nice to listen to, and it has stuck in my head the way he said "bit bucket."
