I get the "she's actually a 10000 year old dragon in the body of a 12 year old" argument you're making, but that's just what the lore is. Marika gave birth to lots of children that have several afflictions. Eternal youth, rot, the literal embodiment of heresy, children born without the grace of the Erdtree, you name it.
Kinda true, even though this has only really been a thing for Ds1, from what I recall. I don't remember any character like that in Bloodborne or Ds2, and Aldrich doesn't really count, my opinion.

You could also say the 1000 year old dragon or 500 year old vampire is cursed to be a child forever or is cursed with eternal youth as well.

Nothing in the lore specifically states he has the mind of a child. How would that even work? He supposed to be born with the curse. Was he born already looking like a child with the 'mind of a child'? Was he born a baby with the 'mind of a child' and grow until his body matched?
It makes the most sense that eternal youth just means his body never grew past what would be considered adolescence.
If the mind can't grow then ideas can't grow. And if his ideas couldn't grow then he wouldn't have developed the ambition that led to his quest.

- Messmer, born with the serpents and the fire which he considered a curse.
Those children were made my Marika and Radagon. Self-incest children. I think there's some divine rule that a god should not make children with its own counterpart because they're all born cursed.
Just wanna point out that Morgott and Mohg are Marika and Godfrey's children. The products of self-cest are the wonder twins and Messmer. And Melina.
