Smithing stone upgrades
How dragon smithing stones (and Somber stones) upgrade weapons relatively to level 24 (or level 9) ? Does they upgrade weapon for the same amout of damage or they upgrade significantly higher than regular stones?

It's just 1 more level, as far as I'm concerned. The material is limited in quantity, so it might not be worth using because the difference may be negligible. To be used only for a weapon you really love.

I know that, my question is does level 10 is so much different from level 9?

In my opinion, not really. The extra edge is nice but otherwise I can live without it. But then again I play without a build.
