Can you respec infinitely?
Are the larval tears or respec amounts limited?

Larval Tears are limited, so respecs as well.

Limited. There are 18 in the base game and another 9 in the DLC.

Technically they are unlimited, but every 18+9 respecs you have to go to the next new game

18+9 per playthrough. Some people may complain about that, but let's be real, if you keep changing your mind so often that 27 times isn't enough in a single playthrough, I don't know what to say. Don't take this the wrong way, I wouldn't mind it being unlimited.

18+9 is also a lot more generous than Dark Souls 3's 5 per playthrough.
