As a rule of thumb, if you have very high Fth (≥80), use the Erdtree Seal to cast incants as it's incant scaling is the highest among pure faith builds. Alternatively, just compare which seal has higher incant scaling and you should be good. Best of course would be to use two Dragon Communion Seals, if there is someone who can drop it for you (in case you're using Dragon Communion incants)
The bonus from special seals applies to all casts when you have them in hand (not sure about 2h interaction, but no one 2h-s casting tools really). So you can cast with one seal and have bonus from the other when you hold it in the other hand.
This bonuses also stacks, so having special seals in both hands applies the bonus 2x.
(This also means the Highlander Axe boosts power of dragonbreath spells because they count as roars)
