if you are asking about a weapon with magic infinity here is a list under "weapons"
https://eldenring.wiki.fextralife.com/Magic+Damage
here's an ash of war that you can find in limgrave that applies magic scaling
https://eldenring.wiki.fextralife.com/Ash+of+War:+Gravitas
apply it to your short sword or other weapon and it will scale with your intelligence.
There is the Demi-Human Queen's Staff you can find early in the Weeping Peninsula.
You need stones to upgrade your current weapon. There is a better staff to get right away if you know where to find it. But at lot of the int staves aren't direct upgrades, it depends on your build and what spells you use.
I don't have a build. I just have staff + spell + int. I'm getting the feeling if I want to enjoy the loot I should probably just reroll to str? Upgrading my starter staff instead of using new loot sounds pretty boring. Not bad but perhaps not what I expected.
Maybe it's just the early game that's sparse?
Gravitas can be equiped to any infusable weapon bigger then a Dagger. It will lower all stat scaling but add magic DMG & Int scaling. The Skill itself is a big AoE that pulls mobs & enemies towards you. It does not do a lot of DMG itself but will bring flying mobs like Bats & Birds down.
Also, across the bridge and up the hill to your left, you'll see a carriage being pulled by trolls. There is nothing for you at the carriage but in the ruins up the hill, there is a Boss. This Boss guards the first magic teacher you can find in the game, Sellen. You can give her Mage scrolls to learn more advance Spells. There are 3 Scrolls in total, the first one being South of Sellen, on top of another set of ruins. Be wary here as one of the Mobs, isolated on a lower Cliff is a Decoy, hiding a Rune Bear.
As other have Mention, Meteor Staff is the best Staff for most of the game. You cannot upgrade it but it will compete whit +18 Upgraded Staffs (+7 Somber Upgrades). Rock Sling, found close to the staff is a superb spell that does not deal Magic DMG, this will come in handy because the zone after Limgrave is "The Mage" Zone of the game. You need only 18 Int to use the Meteor Staff & Rock Sling.
your staff is used to cast. in your staffs stats it will show scaling. to boost the damage of your spells you need to upgrade your staff your spells receive a % boost.
want invest in dex/str? - >if not . RAPIER . buy from Granny in roundtable hold . after Godrick infuse it with magic aow from Rogier rapier.
use it to apply magic affinity to your weapon of choice. that should be enough to slay anything in Limgrave.
