How to access the "red area" directly above Cerulean Coast?

Is there a teleporter somewhere that will take me there? I'm not seeing any way to access it from nearby locations.

Have you found the Dragon Pit dungeon?

You need to reach the dragon communion place through the dungeon south of castle ensis and then you can just go there. :)

I can't believe i never went there for some reason! I've been trying to figure out how to get to the red area for ages, I must've gone to see if Igon had any new dialogue like 3 times but somehow never walked past him...
