if it's like the original game's release the The Ring gesture can be taught to others by performing it. I'm guessing that's how this one will work too

It likely doesn't. Everyone who acquires the dlc will get it. Either getting it right away by preordering or by just buying the dlc after release and unlocking it while proressing through it.

Oh wait thats how it worked? Damn i gave it to alot of people lol. I used it to see who all pre ordered it as well as it reminded me of praise the sun gesture as a comrad in arms greating.
