Strength and dexterity - both or either?

If a weapon, like the scimitar, scales with both strength and dexterity, what should I level up? Is it wasteful to level up both equally? Should I focus on e.g. strength?

Leveling up both is wasteful as the Scimitar mainly scales off of Dex. The more you upgrade it, the better it's scaling gets. You can enhance it's scaling even more by infusing it with keen Ashes or War.

That being said, you can also infuse it with heavy Ashes of War on a strength build or quality Ashes of War on a quality build (Str and dex). This is the beauty of infusable weapons.

It's almost always better to choose 1 damage stat and level it up to 80. Strength goes to 54 if you're 2 handing a single weapon. Quality builds, leveling both strength and dexterity, eventually get better than single stat builds but it takes A LOT of levels.

Hmm. I've leveled dex and str equally so far. Can I respec at some point?

You can. About 12 times if I'm not mistaken.
