Report a translation problem
Quit game, go back in, enemies have reset to their starting positions and lose their aggro. It's a bit of a lame thing to do but sometimes the game doesn't work with you so you gotta improvise.
Happens every time. I see it as a situation for maybe the only use of sacrificial twig.
I always thought there was something missing in that area too.

It feels disconnected because it IS disconnected. Look at the architecture of the area as well as the Sanctum itself.
It's all Farum Azula. We see it's ruins everywhere throughout Limgrave too. It was originally on the ground before [insert theory here] occurred and now it floats in the sky.

Being forced to fast travel out of there isn't a design oversight. There's like, a dozen places that can only be exited by fast travel.
