The map is blacked out
As the title says all unexplored areas of the map are black voids (The map menu) the roundtable icon is just shoved over so it fits and doesnt go into the black void and I dont know why this is happening
This is whats happening https://imgur.com/a/g0cQRro

This is just what the map looks like, provided you haven't discovered any of the foggy/blacked out areas already.
I don't really see the issue here.

You have to get the map fragments

Your Steam profile says you've completed the game. Is this a new character you're playing? That's how the map always looks in the beginning.

I am on a new character but the map when starting a new character isn't suppose to be pitch black in undiscovered areas. The game doesn't let me move my cursor beyond the black parts of the map and the roundtable isn't suppose to be there. Like its clearly not working properly I understand that yes it mostly functions but its still broken and bugged out and I dont want that.

Its not a corrupt save or a save file thing I have completely wiped the pc data for it multiple times with cloud saving off and reinstalled it and it is still there
And the appdata parts to I have done it with those aswell
Its also not graphics drivers or the drive the game is on Ive checked both

The game doesn't let you move past the black parts of the map because that is how it's supposed to work, it never was any different. You can only move to the black parts that were cleared of fog, meaning when you visited those areas already.

As shown in he screenshot you linked, there are zero black areas that have been cleared of fog. The more you clear the fog, the more black areas will show up. They will stay black until you acquire the corresponding map fragment.
Why is the Roundtable not supposed to be there? This is just where it is at that point of your map progression.

The game is not suppose to have blacked out parts of the map, I understand I need to discover parts of the map that does not excuse the fact the map itself is bugged.

The screenshot I linked shows the clear and visible bugged map I doesn't matter that I can remove the blacked out areas by discovering locations. A bug is a bug and I should be able to fix it if the game isn't working you fix it.

I understand where you coming from with the roundtable and excuse me anger but there's an entire corner of the map purely existent with a name above it and everything for the roundtable. The fact the map mangled itself so I can use basic functions isn't not a positive thing.

It is supposed to look like that. To prove it, I just created a new character:

This is what the map looks like after leaving the charater creation screen and arriving at the Chapel of Anticipation:

This is what it looks like after arriving at the Stranded Graveyard:
https://steamcommunity.com/sharedfiles/filedetails/?id=3174658954

This is the map after activating a bunch of site of grace:
https://steamcommunity.com/sharedfiles/filedetails/?id=3174659283

And this is the map after acquiring the map fragment near the Gatefront site of grace:

As you can see, it is the same for me. More than likely, it is the same for everyone else, meaning it's not a bug but exactly how it's supposed to work. The only instance where this does not apply, is when starting ng+ which already shows every location already visited in ng.

The area depicting Roundtable Hold in the corner of the map will move further down, the more of the map you explore and unvcover.

No worries about that, sometimes memory is treacherous.
