For PvE purposes both choices are great in their own rights though!
Generally speaking, Bloodhound's Fang is probably stronger against pve I believe, as it's overall (stance) damage is greater than that of a non dedicated (occult infused) Nagakiba.

Though, you won't get much more from it if you invest more into arcane, given its fixed attribute scaling. But with inherent bleed and the added flat bleed of bloodflame, you essentailly have the performance (in practice, the BHF is actually performs better) of a Blood Kiba without the Arc stat investment.
Kiba is no slouch though and can be more configurable overall, offering different ways to use it. If you're dead set on investing into Arc anyway for dragon seal/incants or something, i'd go Kiba.
