Then again, you're doing a somewhat of a challenge run not leveling Vigor, and now you complain you have no Vigor. You serious bro?
Try rushing in at the beginning of the fight to immediately backstab the dual sword wielding knight and attack him with weapons that have a longer range and do lots of poise damage (Curved Greatswords, Halberds). As soon as it dies, get rid of the shield wielding one by the same means or by utilizing the Kick Ash of War as soon as it raises it's shield to open it up for a riposte.
Alternatively, use Bewitching Branches on both of them to make them fight against each other.
edit: jump attacks also work well on the knights. Don't forget your charged heavy attacks. Time them right and those Banished Knights will get stance broken in a heartbeat.
Commander Niall is somebody different
He is very easy to kill with spells.
