It's because the message system doesn't have (don't know if it's still the case) the word tortoise or turtle. So some players used the word dog instead, and it spread like covid
I always assumed there was some typo somewhere in the games' early stages lol

Now that I think about it, it's been a common meme on the internet to ask "what kind of dog is this?" on pictures of any kind of animal except dogs. Suddenly it makes sense that this meme may have also originated from Borat. Alternatively, I also wouldn't be surprised if Borat was inspired by the meme instead, depending on which came first.
There's a point in every meme's life cycle where people are spreading the meme for its own sake, regardless of whether they're aware of the meme's origins. It's also not uncommon for a meme to mutate and take on new meaning independent from its origin.
