I just found out the day before yesterday that it indeed is. Thankfully, I've yet to cross paths with anyone doing it in PVP.
Also, most of these builds are hard countered by a single parry into riposte.
Meta doesn't necessarily translate into what's best, only what's (ab)used the most, which kind of makes sense if you try to compete against each other while trying to maintain some kind of standard of gear. In the end it's still the better player and not the better weapon that wins (even if this balance shifted more towards the weapon with Elden Ring, in my opinion).
