Completely different weapons for completely different builds.
I currently have an arcane build and I'm playing with rivers of blood. I would just like to know whether or not it would be worth migrating to Int(Moonveil)
Don't worry about min/maxing unless you're doing PVP or are anal about that stuff. Weapon level matters more than scaling until about B grade. You can always respec, and there will be plenty of stones once you figure out what works for you.
I tend to avoid katanas, but rivers of blood isn't going to be great vs the Elden Beast, you'll want a different kind of weapon.
Dual reduvias / Whips can be fun, if you're doing Arc/Dex.
That's the big problem, I only have one left
Moonveil falls off in late-game, while MOB is always a reliable choice, and Dragonscale is not too far behind it thanks to Lightning being the least resisted element (and I don't need to tell you how good Frostbite is).
moonveil is really good and if you did go moonveil you'd probably go intelligence as well so you also have damage options on your magic, it's up to you what sounds more fun
