The mods you mention sound horrendous - "weapon buffs permanent" - what??? might as well mod in the merchant who sells everything, buy all items from him then uninstall game because there's no reason to progress and explore.
Elden Ring is the culmination of all the experimentation that FromSoft has done with previous titles, it is truly the peak of Souls games.
I understand the fact you don't like open world, but rest assured - you don't have to complete every dungeon and find every nook and cranny to enjoy the game.
The main areas of the game are referred to as legacy dungeons for a reason - they are interconnected linear dungeons (amazing level design) that are more akin to previous titles.
If you want to finish the game, you can do so by going through the main areas only.
Open world disdain is understandable in an era where the ubisoft formula of the open game is the dominating design. But Elden Ring is not at all like that, I assure you.
But that is just like only my opinon man.
Then again, why exactly do you consider some of these mods to be of relevance towards your issue (disdain for open world)?
Aside from some obvious ones which will not make a single change to the open world, like unlocked framerate, texture improvements and all weapons and buffs being permanent, what exactly do you believe will Clever's Moveset Modpack and ER Reforged do to actually contribute to the world being 'less open'?
The more I think about your choice of mods, the more I believe I am unsure if I get what your issue is.
So far, I don't know of any (combination of) mods that make the game more linear or streamlined.
At least not in a way that actually let's you experience the game in all its glory and logical manner regarding the several questlines present.
Both are actually 100% worth if you allready beat the game several times unmodded.
Currently my favourite thing in Elden Ring is use randomizer and start with the wretched class naked level 1
you get that exact same feeling you had in your first real playthrough
its now actually worth doing dungeons again etc since you could in theory find insane weapons or spells etc
It makes the explore part fun again
Ramdomize enemy , the drops and loot , put some seamless co-op with good friend on top and you are ready to get some fun (and salt) during the journey ! but i can't recomend them for a first playtrough ! Play elden ring the normal way , do all the ending or atleast th emain one , do a little bit of pvp if you are into that , experience what elden ring and only then start modding . Remember that modding will require you to play offline , so for the people who always need summon to play you can't with mods ;)

It's still WIP though. I had fun with it but it isn't anywhere near the DS3 version yet.
You are SOL with ER then. It will be many years, if ever, before anyone is able to make this work for you.
It definitely has a lot of work ahead of it but what they added so far vastly improved ER for me. I'll never play vanilla again. Same thing happened with the DS3 version.
