It's not that dexterity weapons can't do it, but strength weapons have an easier time doing it.
But mostly people say you can't, so I suspect your'e only looking at charged attacks or weapon arts from the very largest weapons.
I'm terrible at parrying though so I was stuck waiting for them to stop attacking. You can also make some of them yeet themselves off cliffs with that dive attack they do if you happen to be near an edge. Just jump when they dive at you.
I've managed to do it a couple times, but I forget how I got that window exactly.
Off the top of my head, if you can space their lunges out and have a charged R2 ready when they whiff it, you might be able to land one that way. Alternatively tanky a spirit or summoning a player as a distraction would work.
Personally though I just fight them with a high stability shield and block everything except their most telegraphed lengthy attacks and chip away in between.
