- They are a society where females hold more power
- This is a huge figure, in robes, upon a throne

Going by this, we conclude that this is probably a giant female, with leading or very prestigious role and it's most likely a imitation of something.
Now, what other huge females are in game? We have Rennala, but most importantly we have the Albinauric girl at the end of Latenna's quest. Both this figures, but more importanly the Albinauric girl, represent a progenitor.
Back to the mimicry part, it's somewhat reasonable to conclude they are trying to imitate the golden order, where a Goddess has power and it's a vessel of an Outer God. We also know Nox have a relation to a lost black moon and these moons, in this universe, hold great significance, be it either an Outer God or a herald of an age (Age of Stars <> Dark Moon).

Now, if we mix and match all this clues, I believe the giant skeleton is an attempt, at creating an artificial god, that can usher in an age of the black moon, an age of Nox.
And it's a skeleton, because the power that was supposed to give it life, is the Nox sky (stars and moon) that was stolen by Astel.
These are my theories and I welcome any discourse and criticism to my logic and deductions.

I find it odd that one would be placed in Ainsel so detached from Nokstella, especially since a dam is built near it and there is no clear way to traverse to Nokstella from that point. But it could also be that the dev's thought it would be a neat backdrop to a fight against a relatively unique boss. The Night's Scared Ground is also very detached from Nokron, which may hint more towards the scope of Astels rampage as all of Nokron is in shambles in comparison to Nokstella.

I doubt anymore lore will be shed upon those giants on thrones. It is also odd to note that one of those thrones is in Selia, without the giant skeleton of course, which could lead to speculation that these beings may have existed on the surface at some point. I don't think it's a far stretch to assume the Nox were trying to make mimicry of the Golden Order with a God and Lord of Night. It might also be interesting to consider that these thrones are simply giant tombs. Great Ghost Glovewart are stated in the lore as being "given in tribute to those who died the most glorious of deaths"-these strange constructs might be tombs for heroes of the Nox with chests and pottery within to serve as offerings to the dead who were potential lords or Gods that had fallen as failed experiments. Who knows
They cannot be destroyed though shinto talismans are said to ward them off.
