also as a sidenote: this moving camera lag doesn't happen in Resident Evil 2 and 3 remake.
Game is installed in an Nvme SSD, so disk drive shouldn't be a problem unless my SSD is dying (which it isn't)
Thinking of doing a reinstall to see if it fixes the problem
at borderless windowed it is possible the 60Hz window interfer with the possible higher windows frequency in use.
you know the game is capped to 60Hz. a frequency higher than 60Hz in windows can cause screen tearing and lag of recalculation in the 60Hz window because there is simply no data to calculate the frequency difference properly.
check if the problem appears in fullscreen.

I did try vsync although I havent tried to limit my monitor to 60hz when playing. I should try that and check if the turn-around lag still appears
this is really strange. maybe it has to do with the actual NVIDIA drivers, the actual driver has some bugs, maybe try a older driver version, technically it makes no sense that a turn around cause a lag because the game renders a 360 degree view around the player location.
Since the problem appears also at fullscreen (at fullscreen the monitor get forced to 60Hz) the GPU driver would be the last option to cause this strange behavior.
I'm gonna try to reinstall the game

As i said the driver was the last option that cause the problem.
Good to know that a clean reinstall should be tested for the actual NVIDIA driver.
The actual driver caused a lot of problems for some ppl.
It's not like Elden Ring is some kind of live service game and neither is Starfield.
