Few common recommendations:

Check if your parts aren't heating, which would make them throttle.
It's really a shame that people think that a computer is just a cpu and a gpu. You might have a 4090TISUPERSAIYAJINMACH3, if your motherboard can't run it and you're improperly setup, chances are you won't run better than a 3060.
I have a 9400f , 32GB ram and GTX 1080 Phoenix and can run 60fps WQHD most settings maxed >-<
So you had a temperature or ram problem or both ?
This ended up improving the most for me.
No matter how gpu or cpu u have Elden is a bad optimized game.
probably ram problems .
My System much slower has no problems in WQHD almost everything maxed.
However strangly enough i had mega framedrops in window mode and i have no frame drops in full screen.
Thats completely opposite of what most people suggest
