Not a design flaw, though.
Both moves are so well-telegraphed that getting caught by either move is entirely the player's fault. If this isn't some bad trolling attempt then this is just bog standard skill issue. Trying to claim either move as "coming out too fast" is a flaw is peak clownery.
Dont go attacking when she can do it.
You have to understand when she can do it and when she can not (sure, she can pull any move at any moment, but you still did not understand her).
You dont dodge by pressing but by releasing.
If you press and keep pressed you run.
If you press and release fast you dodge.
If you just press it do nothing but if you press and then press forward it wil run a bit but will not dodge.
Honestly . . . I dont know how you got to Malenia and did not figure it out so far, because that is how it have been working all along up until that point where you reached Malenia, nothing changed.

I absolutely agree on the "you can not remap keys" . . . and I tried to play ER on kb&m . . . so horrendous I stopped playing until I fixed my gamepads.
In theory this means it should also be doable with M+K/b since the functions of "dodge" and "Sprint" are treated as separate internally. How you would go about doing this though, I don't know. Might need to use a 3rd party program.
Also if you are having issues with inputs not registering, some 3rd party programs can be responsible for "eating" inputs. Also framerate loss is another major culprit for input eating.
It is not because game would be too easy but because it would require a dedicated buttom for dodge at gamepad (would not be a problem at keyboard but as it seem From kept the experience "as similar as possible" at both gamepad and keyboard).

Dude - there's nothing to "defend". If you made a list of characteristics of the genre, the game not being able to be paused would be on that list. Just as permadeath would be listed for a roguelike. I could answer that you are ♥♥♥♥♥♥♥♥ your pants because you can't pause which can get you killed when you don't log out or stand in a safe area. And we haven't even mentioned that Elden Ring does have an option to pause. Jesus... not every mechanism you personally don't like is a "bad game design (TM)"...
