Sword n Board is definitely the easier of the two, but it's still fun and strategic, just a different style.
But if you have some OP weapon with amazing ash of war and that’s how you kill bosses then better to have a shield with that.
With enough stats you can have both and swap when one option will work better.
Dual swords does much more damage, but also expends a lot of stamina.
My suggestion is go sword and shield on <lvl 60 then go dual wield after that. Literally that's what I do.
I rarely see anyone with a shield in videos.

Sword and 'shild' are better for blocking.
For casters it probably doesn't matter all that much. For melees it is important to deal as much damage as possible in the short time frames you have to attack bosses.
And you may even knock the tough normal enemies out before they can do any of their attacks. In the dragon area towards the end I usually managed to kill most enemies in 1-3 hits using L1 jump attacks with two weapons.
Out in the world I keep the shield on for surprise enemies.
