A more logic and reasonable explanation is that is some sort of Empyrean mark, regardless, Melina fits Gloam Eyed Queen like a glove and explains how Ranni knows her.
Plus I find it no coincidence the other Empyreans have their face somewhat damaged, where the mark would be.
Malenia has her entire upper face destroyed and Radagon is like a walking corpse with again half his face destroyed.
Miquella... Well we all know that story, we don't even see his face.
Leaving only Ranni and Melina with their face intact (in ironic sense, since they don't have their bodies).
Maliketh sealed the rune of death within himself to prevent any further theft attempts (they would have to take it from his cold dead hands, as it were).
I missed the fact GEQ Black Flames was the original Destined Death which forced Marika hand to remove the Rune of Death from the Elden Ring.
Marika wanted a world without Destined Death, it reinforces that Destined Death is only a fragment of the Rune of Death.
So I was wrong when I said Ranni helped GEQ, she was already dead then, killed by Maliketh.
I always believed that Radagon is the Will of Marika. the same person so to speak but her soul is split much like Malaenia and her "Sisters"
So here is a thought. If the rune of Death was taken out of the Elden ring, could that not coincide with Radagon showing up? The first part being pulled away from the ring, and thus Marika separating her body.
The rune then being given to Mailikith for safe keeping.
I'm spit balling here.
It's suggested that maybe the Fire Giants put a curse on Marika/Radagon by giving the latter red hair, perhaps as a "♥♥♥♥ you bro you didn't win" after Marika defeated their Fell God and cursed the last Fire Giant to watch the flame forever.
From the Giant's Red Braid description:
"Every giant is red of hair, and Radagon was said to have despised his own red locks. Perhaps that was a curse of their kind."
The only question is, what's the furthest point in time when Radagon's existence was known?
The Greater Will is the godly authority that controls the Lands Between, and the owner of the Elder Beast which descended bringing the Elden Ring.
The Golden Order was a religion that was built around Marika, the Elden Ring and the Golden Lineage. It has nothing to do with the Greater Will, because it was created by the people of the Lands Between.
The fact that the Greater Will bestowed the Destined Death to the Gloam-Eyed Queen in order to dismantle the Golden Order makes perfect sense, because the Greater Will probably decided that the Golden Order was detrimental to its plans.
If anything, the GW probably encouraged her to establish the Order and spread its influence
