Recommended level for Altus and/or Caelid
I am currently level 55. Will I get wrecked going to Altus or Caelid? I've gotten 2 runes so technically I could go to the capital.

Caelid is definitely easier at that level

Although, I'd check out the underground river areas or explore a bit more of liurnia if you have trouble in Caelid or want to explore more before you go there.
The question would be whether you have finished the other areas or not or if you intend to clear them entirely before moving on.

If you clear all dungeons and outdoor bosses of an area you should be high enough in terms of levels to move on to the next.

When I finished the game I was way over level 150 and never did any rune farming. I usually just went through the dungeons clearing all the enemies along the way to a boss.

Oh and for Limgrave you can also go to Siofra River which is the underground area. It contains a pretty big area with enemies and two bosses.

You are overleveled for both. Limgrave, Weeping Peninsula, Caelid, Lurnia and Altus are all for level 30 characters witn maximum of +3 upgrades.

All depends on your skill, really. You can have a hard or an easy time either way, or a pretty normal one. Start exploring and see for yourself. Also, you don't have to defeat every enemy. If a giant enemy smashes you, that doesn't mean your character is to weak, because the devs already made the enemy look extremely powerful, so it's up to you if you want to take the challenge.

I think best is to search for a dungeon or cave, because the bosses there are usually a good indicator.

It's up to you :)
You can be super OP at this point if you want or you can try to beat the game at lvl1.

Here is how to get maxed out weapon early. Very early.

If you do every dungeon and explore just about everywhere, you will definitely end up overleveled and there's nothing wrong with that. I think a lot of people just kind of run through.

I have a RL 45 +8 weapons character that usually gets summoned by and invades people co-oping at Rennala. Like 9 times out of 10 it'll be somewhere in Liurnia. Usually for Rennala or Loretta. On rare occasions I'll be sent to Caelid (and usually it's either Sellia Crystal Tunnel or the Abandoned Cave.)
I will just invade or send my sign out for a few hours. Helping/killing people are both fun. Point is, my experiences give me an idea of what level a lot of people are at when they do certain things in the game.

I have a RL 60 +12 weapons character that usually gets summoned by and invades people co-oping at Radahn. It's almost always Radahn. I have helped kill Radahn so many times on this character it's ridiculous.
Somewhat rarely I'll get called in for Draconic Tree Sentinel or Godfrey's Spirit on the Altus Plateau. Morgott has happened but that's especially rare.

EDIT: Forgot to add the weapon upgrade levels.

Get at least 30 vigor. Anything lower than that and some things will 1-shot you.
You can do everything until snow area at any level.

Once in snow the unbalanced red button is pressed.

The main question is how many of those levels you spent on more health - if it's about half you're probably fine (I recommend aiming for 30 vigor before going into the capital and 40-50 before going to the forbidden lands to avoid being oneshot too much and have a generally more fun time)

I actually really enjoy just leveling vigor in this game. The only problem is, you are very limited to which weapons you can use. Some weapons are just fun for the moveset and I wouldn't care too much about damage, but you just can't use the without hitting like a wet noodle.
According to wiki both are 60-70 recommended
Did Caelid at RL1 for my RL1 run playthrough.
