Its either him or Placudax. Not Elden Beast, it is NOT a god, its an emissary of a god.
And the tree is pretty much the "sun" of the Lands Between lore wise. Also all the Golden Order mumbo jumbo was made to praise it. So yeah it is an omnipotent being we get a chance to kill only because Hewg forges us a god killing weapon (again lore wise...you can go and try killing the beast with a cestus).
Urgh.... we get a "GOD SLAIN" after whacking the beast!
EDIT: Vassal, not emissary. Still not a god.
Could also refer to marika/radagon since the two fingers itself call her a god the vesselof the elden ring. Her kin demigods as we all know.
So I would say radagon is the strongest in the lands between. Since we never fight marika herself.
If we remove the second phase of Malenia, then I would say Godfrey.
You'll notice in his cutscene that you can see the inside of his chest cavity, and the Elden Ring lights up inside. That wasn't Radagon, that was a shell of Radagon, half destroyed, and possessed by the Elden beast/Ring.
