500 hours and I haven't seen any obvious cheats like speedhack/flying/invulnerable

There's cheaters and some of them may very obviously use their cheat in front of your face. But some of them act like they're not a cheater, but whenever they want they can turn it on/off and they will still act like some kind a special being that they think they're better than others while they're using a cheat program. However you can simply block their profile to prevent see them again.

There are cheaters on both PC and Console, just less than previous games. Slightly less.

There are cheaters. Always cheaters in pc.

Cheaters in this game funnel to wherever there is the most activity and they aren't all that common. They are more common than on consoles, and you'll absolutely run into them if you're regularly doing PvP in the most common areas. If you're not doing meta PvP you'll likely never see them, and if you're not aware of how the cheats actually work, you'll miss it happening right in front of you.
