The best way to determine whether a particular attack is parriable is to try parrying it a few times. If it seems like you're getting the timing right but the parry still isn't happening, you're out of luck.

You can't parry jump attacks.
You can't parry grabs (Frenzy grab is the only PvP grab).
Weapons that can't be parried:
whips
flails
colossal weapons
I'm a little hazy on the specifics, but some weapons can't be parried when they're 2H'd but can be parried when 1H'd. Generally bigger weapons but I don't remember which.
Pretty sure shield attacks can't be parried either.
You can actually parry carian slicer with any type of parry, not just carian retaliation.
Most ashes that involve a melee swing can be parried, but you have to parry the weapon hitbox. Like RoB's Corpse Piler, Moonveil's WA, Stormblade, Giant Hunt, Sword Dance, the followup swing to Flaming Strike (but not the first flame throwing part), etc...
For PvE:
Similar rules as above. Generally, most boss and mob melee attacks can be parried, but you often have to test as there are some exceptions.
Tips:
PvP parrying is trickier because you have to account for latency. Most of your parrying will be predictive parrying, not reactive parrying. It's often easiest to bait a sprint attack to pull off a parry. Most players will switch to jump attacks if you whiff a parry.
Buckler with regular parry has the largest parry window. Carian Retaliation has the tallest vertical parry hitbox. Golden Parry has a huge parry distance (good for parrying weapon arts like RoB's and Noobveil's WAs). Parry on a weapon has the smallest parry window.
Also based on this video's testing, unless something has changed, Buckler Parry frames = enhanced Parries via Ash of War(Carian Retaliation, Golden Parry, etc.) - the advantage is in its startup, where it enables more reactive parrying than anticipatory. Apart from that, it's not very good at being a shield vs. Medium.

In the past games, it had more frames in the parry window.
The only projectiles you can't really do anything about are Great Arrows / Great Bolts I'm pretty sure, but even then you can just block those.
Edit: Spinning Strikes AOW on polearms is also able to actively block arrows.
I always wondered about this. Is there a benefit of doing this instead of just sidestepping?
It could help you from being caught by AOE projectiles (fire & lightning pots), as they'll probably be flung off in another direction instead of landing at your feet.
Persistent hitboxes like Stormcaller and Spinning Strikes would be alright at protecting yourself from groups of enemies throwing pots or shooting arrows at you, but that wouldn't be really helpful if they're out of range.
Honestly I think the wind ashes would be best against Bestial Sling & Stone of Gurranq as it would help you conserve more stamina if you can't dodge them in time, and because they do a lot of stamina damage against blockers. But yeah in most cases sidestepping or rolling is probably easier.
I don't think it blocks projectiles, but if Storm Blade had a wind hitbox, it could have a better niche over Beast Roar for punishing someone trying to throw stuff at you.
I guess it could also help if you're trying to kill one enemy while others are shooting at you from afar? Damage the near guy while dodging crap from the rest.
