Liurnia of the Lakes is where PvP was most active last time I went into PvP. Did you give it a try?
A). Early +10 somber weapon
B). Soul Farm
Besides, if you're co-oping with someone with the mod, I'd imagine it would be more efficient to just play through the game at the intended pace. Additionally, there were quests that couldn't be done or items that couldn't be received without an online connection in DS3. Either people didn't care about the quests or items, or they had cheat engine up and ready. Safe to say that if you have the co-op mod, you would have the ability to run CE no problem and just modify in the badge Varre gives you to warp to Mohgwyn palace.
L-O-L. The entitlement is out of this world.
Even if it's a joke weapon you're making impossible to get it for the offline players
Just go to the consecrated snowfield and take the teleport. You are only missing out on a meme weapon. That's it. The white mask, ancient dragon somberstone, and the soul farm are all available without ever needing to do Varre's quest. I'm an avid PvP nut and I see no problem with the quest the way it is.
You can still go to the precipice of anticipation, you're not locked out of going back to the starting area just because Varre doesn't ask you to soak the clothe in "maiden blood".
You can access all of Mohgwyn palace without needing to do the quest as mentioned before.
There have always been items and quests tied to PvP or online in these games ( Sekiro is it's own separate entity ). Most of the covenant locked items in the previous souls games have always been tied to farmable items if you didn't wish to invade, pvp, etc. With this, you miss out on a single weapon. That's it. It would be more of an issue if it was tied to the "Legendary Armaments" achievement, but it's not.
The main thing you get from Varre are the Bloody Finger for infinite invasions, Red Eyes customization and his horrendously bad weapon.
